BANKS COUNTY, Ga. – A Banks County Superior Court judge has approved one temporary protective order and denied another against Maysville City Planner Luis Lopez, who was arrested on stalking charges in September.
The rulings came Tuesday following hearings on petitions filed by Maysville water billing clerk Victoria Mulvey and City Clerk Kim Jackson, both of whom sought protective orders against Lopez.
The approved order prohibits Lopez from coming within 300 yards of Mulvey and restrains him from contacting or approaching her. The order remains in effect for 12 months. Jackson’s petition was denied.
According to the initial police report, the two women alleged that Lopez frequently visited City Hall and “terrorizes, harasses, threatens, and asks to speak to the clerk [Kim Jackson].”
In her petition, Jackson alleged that she and others had been too afraid to speak out because Lopez’s significant other, Amanda Farley, also serves on the city council.
Mulvey cited alleged verbal harassment, threats toward staff and the creation of a hostile work environment as reasons for seeking her protective order.
The case comes amid ongoing tensions in Maysville surrounding a proposed data center that received approval in January 2025. The project has drawn complaints from residents about noise levels and coincided with the resignation of a city council member who supported the development, along with two other planners.
Lopez has publicly opposed the data center proposal.
Access North Georgia reported that Lopez can continue his duties at planning commission meetings but currently cannot attend regular meetings at which Mulvey is present.
The protective order rulings address the petitions filed against Lopez and are separate from the stalking charges reported in September.
